ABC for sure is dominating but I do not see many top 5 or wins for them. Delaney and Cross are their best bets and with the show they star on being snubbed I don't see them, ABC, getting many statuettes. I was thinking LOST for drama series but the way these lists are coming about who the hell knows anymore.
The only "major" show that FOX hosts at the moment is House. I guess you can count Family Guy as well. What else airs on FOX? 24 does but it's not eligible this year. American Idol is a reality competition show, so it doesn't really count in this. Til Death, Bones, and Back To You are the only other shows I can think of off the top of my head.
CBS has TONS of shows that are eligible in the top 10/11 categoies, like all the CSI's, etc. I'm more disappointed in them.

CBS dramas do not belong in any of those categories. CSI was fresh years ago but a show like that once it falls off never comes back. Plus not one of their other dramas is really Emmy worthy or Emmy bait. Emmy doesn't tend to nominate procedurals anymore and that is all CBS has.

I'll take soap opera theatrics over criminal procedurals any day. For so many of the CBS shows it just seems like the exact same show only with a different cast. So I'm somewhat glad that CBS continues to get snubbed if only they would learn that it needs to have more ORIGINAL programming.

How are Grey's Anatomy or Brothers and Sisters or Dirty Sexy Money original programs? None of them have a single iota of originality but they get acting nominations because of crying scenes/breakups/my sister is not my sister/blah blah and on an on.

The problem with CBS is that their viewers don't want to watch anything but procedurals. They try different shows like Cane, Smith, Swingtown, Moonlight, Jericho and the normal CBS audience just isn't there to watch.

Because Grey's Anatomy is in a hospital, Brothers & Sisters is about the complexities of family and personal life, and Dirty Sexy Money is about incredibly wealthy spoiled brats. Though I understand where you're coming from with the idea that they all have to do with romantic relationships and soap opera style acting. I will give you that. The problem with CBS shows is that they're not distinct enough to single out one show or one actor as exemplary. It's almost unfair in a way, because actors on criminal procedurals rarely get any "big" scenes about their characters since there's such a focus on the plot. For me personally, I happen to like watching character-driven drama than plot-driven drama.

CBS's problem really outlines a problem with the Emmy Drama categories, while the Emmies has more than one category for reality TV (Gag me with a spoon) they have one category to cover character/relationship driven dramas, criminal procedurals, science fictions (I'm sure I'm forgetting some sort of drama here) There doesn't seem to be an even representation among the nominees of shows that are plot driven and others where it's all about the character and the relationships.
IF they don't make Antiques Roadshow, Dog Whisperer and Extreme Makeover: Home Edition compete with American Idol, Dancing with the Stars and Top Chef, then why do Battle Star Galactica, CSI:Miami and Law and Order:Criminal Intent compete with Brother's and Sisters, Big Love and Mad Men?
Maybe it's that thing about it be the Academy of Television ARTS and Science, but just how artistic are all those reality shows?
IF a show is popular it can't be worthy of an award? So all the popular procedurals/science fiction shows and the actors and actresses in them are out of luck?

I think 2.5 Men routinely disproves that theory.
The only reason procedurals mostly fail at the Emmys is because they're not about the acting, they're about the simple storytelling. Occasionally some actors break out because they're established names (much as I like her, the only reason Merkerson is there is because of Lackawanna Blues). Or sometimes the writes cater for actors to win Emmys (SVU with Hargitay).
The problem is procedurals like CSI are not about the people, whereas other "procedurals" like House are actually more about the character than the cases.
The only reason CSI had so much love in the beginning was because it was the hot new thing and the Emmy voters didn't want to seem out of touch.
It also has a bit to do with notoriety. Compare the number of times you see Patrick Dempsey in a magazine or on a talk show vs. the number of times you see Thomas Gibson or Mark Harmon or William Peterson. If CBS really wanted to, they could probably get one of them into the top 10 at least with a singular, solid push. They simply aren't as good at playing the Emmy game as a network like ABC, where David E. Kelley plays it better than anyone else.

ABC dominates because it has all the buzzy shows, whereas CBS has a viewer-friendly, popular line-up, but not shows that grab Emmy attention for performances.
