Here is an interview that Alan Sepinwall did with executive producer Mike Schur. Sounds like the show is building off of the end of last season, when it started to find its niche.
Also, Chris Pratt has been upgraded to series regular this season.

After last season I wasn't convinced about this show. However the last two episodes were far improved over the rest of the season and it was starting to find itself.
The premier tonight has been widely said by critic cast and crew to be the funniest Parks and Recs yet so I'll tune in. I hope the show keeps improving as it had a rocky start.
This was the best episode Parks and Recreation has had! I really think it is finding itself and coming together. Amy Poehler was hilarious from beginning to end, this could possibly be a submission for her if she were to be nominated next year. I really hope Parks and Recreation continues to improve, because I think it has a massive amount of potential!

A very solid start to the season. Easily the best episode yet. The highlights: Amy and the penguins in the backseat, and Amy singing Gaga. Oh, and it's nice to see Chris Pratt in the main credits now.

Yeah, this was very funny stuff. I like how they are toning down the zaniness of Poehler's character, and just more getting her into ridiculous situations. I agree about Rashida Jones though. I know I shouldn't be going for realism in this show, but it doesn't make sense why the documentary crew would be at her house to film Chris Pratt coming to her door. If the concept of the show works, it would be we only see her character in relation to Leslie. As much as I like Jones, I don't really get the point of her character.

Another very strong episode. It's 2 for 2 this season. The hernia stuff was hilarious and gave Offerman and Plaza the best material they've had so far. A-

First episode of the series that I can wholeheartedly say that I loved. The entire ensemble got a moment to shine, and Louie CK was great in his limited role. Parks and Recreation is finally starting to come it to it's own.

Much like The Office did in its second season, Parks and Recreation is really hitting its stride. Hopefully more viewers start to tune in and notice. Offerman was fantastic with being unable to move due to a hernia, and he and Plaza made a nice pairing. Louis C.K. is a nicely introduced character and Poehler and Ansari were great in their scenes together.
