I recently moved to L.A., and just have to know if tickets are available for "normal" people to attend the Nokia Theatre and watch the Emmy awards live. I can't be this close to my favorite awards show and then not attend. It's blasphomy!

They are allocated by the Academy to the nominees, members and production companies. It is (like the Oscars) a closed event and not open to the public.
I'm not sure that the security is as intense as the Oscars (for which the Academy screens every ticket holder for his or her legitimacy). But basically, you need to be the invitee of a legitimate ticket holder to attend.
Worse news for you - like all the awards shows except the Oscars, the Emmys are not shown live in LA, but rather three hours later.
