Considering that the four guest acting categories are still following the panel system, I was wondering if we'll ever find out the guest acting finalists before nomination day.
It's hidden in the rules ("Voting Procedure" on page 42), but yes, there is still a "semi-final" round (with 10 nominees per category) for the guest acting categories. It does not say how many people are on the panels that decide the final five nominees. Also, there is no list on the Emmy website's press releases of who the semi-finalists were.
