My Ranking:
1. Jean-Baptiste - She's excellent, the polar opposite of the Blethyn performance in terms of character and a worthy foil to her. Mother-and-daughter Oscars, anyone?
2. Allen - Kind of a nonentity performance, methinks. I thought she said her lines and stood there, but didn't really contribute presence or interest.

My Personal Ballot: Jean-Baptiste is on there, so is Katrin Cartlidge in Breaking the Waves (the only worthwhile performance from that film). I don't know who else to put on my ballot at this point in time, though.

I would have supported Renee Zellweger for her charming work in "Jerry Maguire", even though she is very love-her-or-hate-her with me a lot of the time, and was surprised she was not even a nominee.

This is really a toss-up between Binoche and Jean-Baptiste for me.
Both gave very large supporting performances that were borderline leading, but both of them were rightfully placed.
Binoche was lovely in "The English Patient" and was the highlight of the movie.
Jean-Baptiste was just as great in "Secrets & Lies", and held her own against the luminous Brenda Blethyn. She is also in the better movie (by far....I am not a fan of "The English Patient").
As for the rest of the category, they were right in not giving it to Lauren Bacall. It may have seemed like the right thing to do at the time, but if she had won, we'd look back on it and cringe.
Joan Allen and Barbara Hershey were both solid in their respective roles and I think they were worthy nominees.

Other great contenders who were snubbed: Renee Zellweger (Jerry Maguire), Marisa Tomei (Unhook the Stars), and Natalie Portman (Beautiful Girls). Also, Kristin Scott-Thomas and even Frances McDormand could easily be placed in this category instead of Lead.

Lauren Bacall in The Mirror Has Two Faces - great performance in forgettable film, but thanks to Weinstein, legendary actress is going to die without an Oscar. Juliette Binoche was lead ant not that good. IMHO, Kristin Scott-Thomas gave the best supporting performance of the year, but was placed in lead category where she had no chance in hell.
Bacall is a terrible actress, she's never been any good in anything.

I appreciate your sentiment on THE PORTRAIT OF A LADY...as a film...but Hershey was my fav that year.

3. Lauren Bacall (Loved her in this...one of the few good performances she's given since her first couple of films.)
4. Juliette Binoche (Certainly the best thing about this snooz fest.)
5. Joan Allen (Was surprised how much she didn't affect me...such a great character, such a great actress...and I didn't really feel too much about her situation but indifference.)
I only watch Allen's performance in class recently and it wasn't something I would've voted for. I mean it decent, but not Oscar worthy. And to add on to that Rider was a hotmess in that movie.

Lauren Bacall is a great actress. Of course she is not Bette Davis, Anna Magnani, or Geraldine Page, but who is? I especially love Ms. Bacall in To Have and Have Not (1944), How to Marry a Millionaire (1953), Designing Woman (1957), Murder on the Orient Express (1974), The Shootist (1976), The Mirror Has Two Faces (1996), and Birth (2004).

Regardless, Lauren Bacall is still an awful actress, and I found her embarrassing in all of those films that you just listed.
