I don't think Cate Blanchett or Kate Winslet will break Streep's nomination record. They don't make enough "accessible" films.
Let me elaborate.
You guys know why Streep was able to break Katharine Hepburn's nomination record? Because, like Hepburn, Streep churned out a string of films that were appealing to both critics and audiences. Blanchett and Winslet's tastes are "more indie." I could be totally off base, but I don't think Winslet or Blanchett will ever go the "commercial route." And in order to rack up double digit Oscar nominations you must make some commercially accessible films.
It's sad but true.
Make a list of every actor who has earned 10+ acting nominations and you'll see what I mean.

I'm not sure anyone will break Meryl's record anytime soon; not even Kate or Cate.
Meryl shows no signs of slowing down and continues to rack up nominations. Her record increases it seems every year, so I don't know. I think she is safe for quite awhile.

Meryl's record will be safe for another generation or possibly two...Racking up nominations still at age 60...an amazing feat with #16 coming this year...and no signs of slowing down....the 2 great kates, winslet and blanchett might get 10-12 each...but they wont be able to pass the greatest of all..STREEP!!! Even jack Nicholson's 12 seems safe as the nearest to him are also from his generation...

I'm going to go out on a limb and say Anne Hathaway, she has the age, the popularity and her acting is improving at least imo should she continue to act i could see her getting nominations, wins maybe not but nominations sure
I'll even go further and say Dakota fanning, possibly abigail bresslin and other young actresses should their acting as child stars evolve into adulthood
In the 70s', you'd think there's no stopping Marsha Mason (she got one almost every other year), but it was for playing the same person and AMPAS got tired. Same with Bette Davis after a while, and even Jane Fonda. Hepburn made smart choices in the fifties and sixties (I can't say she's versatile). Being British helps but not much - Jackson faded, Smith again acted the same. Dench is the flavour of the month but seem to be playing the same. The lack of versatility is their barrier.
I wish there are more roles for the likes of Spacek and Lange (who was back in top form in Grey Gardens), but age is their enemy.
That said, I see versatility in Blanchett.
