Some people on this list aren't relevant to this decade and Rihanna is just a flavor of the moment (Lisa Lisa and the Cult Jam) IMO. I'll just do the relevant artists.
1. Beyonce - Arguably the most popular and "prolific" female artist of the decade. Her style has been immitated by many and other careers have religiously been compared to hers.
2. Mariah Carey - Mariah Carey is on eof the most legendary figures of 1990s and the 2000s. IMO, Beyonce and Mariah Carey are interchangeable for the #1 spot.
3. Madonna - Madonna is one of the most entertaining, controversial, and legendary music icons. From the 1980s to the late 2000s, Madonna is still cranking out top 10 hits and #1 albums.
4. Alicia Keys - Alicia Keys is a soul genius and one of the most talented R&B/Soul pianists I've ever heard. She'll definitey be remembered as a musical genius. Unlike, any other artist of the decade. Most women had to resort to dance-pop and contemporary R&B, but Alicia had stayed in her soul/R&B realm and is still able to make #1 hits.
5. Shakira - The most popular international Latin star in the world. She's done two difficult things. Putting out quality albums and still making hits.

I don't really see anyone on Criss88's list that's any less relevant to this decade than some of the ones you included. The only one I can identify is Sheryl Crow.
And this is BEST female artists, not relevant or influential, right? Which means "relevance" doesn't really matter at all. Here are my picks. I thought a lot about this, probably more than I should have. This is ranked based on an average between quality (in my opinion) and influence/impact/importance:
